Smart App Control blocking apps on Windows 11 is usually working. It is a reputation / application-control layer — not a broken Windows Security app, and not a reason to panic-install a second antivirus.

If the Windows Security window itself will not launch, that is Windows Security won’t open. If a toast said virus protection is off but the app opens, that is Defender false alarm.

You want Defender On. SAC On (or Evaluation) is extra friction for portable tools, game mods, and “compile it yourself” utilities. Copilot+ boxes (Surface / Acer / Book5) often ship with this more visible because Microsoft wants a clean ARM/NPU image.

1. Confirm it is SAC

Windows Security → Protection history (or the toast).

  • Threat quarantined → Defender detection; restore only if you trust the publisher
  • App install failed with MSI error, no SAC toast → app won’t install

2. Evaluation vs On (read this before you click Off)

Windows Security → App & browser control → Smart App Control settings.

  • On — enforces
  • Off — on many 11 versions you cannot turn it back On without a reset or a fresh image

Do not flip Off to run one unsigned codec pack. Prefer a signed build from the vendor, or live without that portable.

3. Unblock a tool you actually trust

  1. Re-download from the official site (bookmark, not a Google ad)
  2. Prefer an installer that is Authenticode-signed
  3. If Windows offers Run anyway / allow in Protection history — only for software you installed on purpose
  4. Work PCs: Intune / WDAC may override you. Call IT; local SAC toggles will not beat policy

4. Developers and unsigned builds

If you built the binary, sign it or run it in a VM. Turning SAC Off on your daily driver to test an unsigned build is how a home PC stays Evaluation-forever-Off. Use a spare VM or a PC you can reset.

Copilot+ angle

New Snapdragon Surface / Acer machines are picky about old x64 helpers (VPN tap drivers, printer tools, game anti-cheat). If SAC plus ARM blocked the same app, test Intel Book5 Pro 360 or a different build — do not assume “Windows is broken.”

If you were installing Copilot itself and the taskbar button is the problem, that is disable Copilot and Recall — not SAC.

Bottom line

Read Protection history → signed vendor download → allow only what you recognize → treat Off as one-way. Smart App Control blocking a random portable is a seatbelt. Cutting it for one crack tool is the incident.
