Do not toggle iCloud Photos off to “kick” a Paused state. That dialog is how camera rolls vanish from the device.

1. The two toggles that create Paused

Low Power Mode (Control Center or Settings → Battery) parks iCloud Photos. Yellow battery icon = do not expect uploads.

Low Data Mode on the current Wi‑Fi (Settings → Wi‑Fi → [i]) also pauses large photo transfers. Cellular Low Data Mode does the same on the go.

After iOS 26.6, people enable Low Power because the phone is hot from indexing (overheating) — then they wonder why Photos says Paused. Cool the phone, disable Low Power, plug into a known PD path (USB-C hub), stay on Wi‑Fi.

2. Finish 26.6 indexing before you blame iCloud

26.6 warned about extra Spotlight indexing. Photos and Spotlight share I/O. A Paused or frozen count on update night is normal. Install 26.6.1, leave the iPhone awake-on-charge overnight, then re-check the status line.

3. Storage pauses look the same

Open Settings → [Name] → iCloud. If the bar is full, Photos will pause until you delete device backups, old iOS backups, or buy headroom. Local disk full is the other trap: Download and Keep Originals on a 64/128 GB phone fills NAND and the queue stops.

Free local space: free iPhone storage. Do not “fix” it by deleting the Photos app.

4. Heat, VPN, and captive Wi‑Fi

5. Soft resume (no sign-out)

  2. Reboot once
  3. Open Photos, pull to refresh, leave the app in the foreground one minute
  4. Settings → Photos → toggle Cellular Data for a nudge, then off again if you care about the bill
  5. Keep the screen lock + charger; you do not need Photos in the foreground all night
