Do not toggle iCloud Photos off to “kick” a Paused state. That dialog is how camera rolls vanish from the device.
1. The two toggles that create Paused
Low Power Mode (Control Center or Settings → Battery) parks iCloud Photos. Yellow battery icon = do not expect uploads.
Low Data Mode on the current Wi‑Fi (Settings → Wi‑Fi → [i]) also pauses large photo transfers. Cellular Low Data Mode does the same on the go.
